Baosteel Energy Saving Emission Reduction Environmental Remediation Promoting Meeting Requirements ,Target Landed  Responsibility Implemented   Serious Action

With the Atmospheric Pollution Prevention Action Plan of the State Council etc. being issued, the energy saving emission reduction and environmental remediation situation of the iron and steel enterprise is becoming increasingly severe. How can Baosteel do? On October, 22, Baosteel held the energy saving emission reduction environmental remediation promoting meeting and at the meeting the units such as Baosteel etc. made exchanges on the response measures and action plan.  

The Group Company put forward the requirements on how to further promote energy saving emission reduction and environmental remediation work: It is required to actively carry out the environmental management ideas, understand the situation, strengthen management and demand strictly, make sure that the energy saving emission reduction and environmental protection goal can be landed, implement the responsibility, action should be serious and the actual action of "Becoming the driver of the green industry chain" should be taken out. The leaders such as Xu Lejiang, Liu Guosheng, He Wenbo, Zhao Kun, Liu Zhanying, Fu Zhongzhe, Dai Zhihao, Zhou Zhuping, Zhao Zhouli and Li Haiping etc. attended the meeting. He Wenbo, general manager of the Group Company presided over the meeting.

Presentation of the key points of the meeting:

• To seriously study the spirit of the relevant speech made by Xi Jinping, general secretary at the special topic democratic life meeting of Hebei provincial committee and standing committee team,  especially to study the content in the aspects of iron and steel remediation and environmental governance in Hebie Province. Awareness should be raised. To study the Atmospheric Pollution Prevention Action Plan and the directive opinion made by the State Council about resolving the serious excess capacity contradictions, understand the relevant policies and make great efforts in the combination of knowledge and action.

• Energy saving emission reduction, environmental remediation and reversing the passive situation of the safety production are the content which should be included in "Second Pioneering", otherwise, the "Second Pioneering " shall not be called a success.

• We should not lie on the past glories and we should face our problems on energy saving and environmental protection work, set goals to implement the responsibility system, let the target landing, be serious and sing a pledge.

• For today's iron & steel enterprise, we should straighten out the relationship between the social responsibility and economic benefit. In this round of development, everybody can see that we have attached great importance to pollution and emission control and we can see the effectiveness. We must change our ideas and understanding and take the energy saving benefits for the environmental protection investment. Baosteel has this potential. Energy saving is a great benefit for enterprises, in which there are benefits and the cost can be reduced while the environmental protection needs great input. All the steel plants should have the potential and we need innovation and serious attitude and make great efforts to do it. We should control the pollution from the source and reduce the energy consumption, which shall bring the great input in environmental protection. It is a good economic account. The revenue must exceed expenditure and the key point is whether we do or not.

• In many places, energy saving and emission reduction is not about whether the work in advanced or not, active or not or good-looking or not, but it is the question whether the energy saving and emission reduction exist or not. In case the energy saving and emission reduction continue to exist, the plant shall become a "Garden Plant", but it needs a great input. It is not possible that all the plants can become "Garden Plant", and some of them should be closed. Either with a great input, the plant becomes the beautiful "Garden Plant" which can make money or the plant loses money, it shall be closed, then it becomes the "Garden". So there are two choices, either it is the "Garden Plant" or it is simply a "Garden". Not all the plants can pass the hurdle of energy saving and environmental protection. It is the balance between economy and environmental protection. It is a huge challenge to us.

• We should take the Party's mass route education practice activity as an opportunity, realize our gap in energy saving and environmental protection, take out the corrective measures and implement the plan in place.

• For the purpose of improving the environment, it not only needs the hardware investment but also needs the soft power, otherwise, even if there are hardware facilities, it is still a failure. We should start from people's ideas and behaviour, optimize the management system and mechanism, implement the post responsibility and lay a solid foundation.

• What is the factory standard of Baosteel? The energy saving emission reduction and environmental protection target within the new round of development planning period should be specific and the measures should be clear. We should combine the internal and external forces of  the group, make more efforts and constantly improve the level of the energy saving and environmental protection.
